1. The person in charge of the amusement equipment user unit is responsible for ensuring the safe use of the amusement facilities. The person in charge of the user unit or the person in charge of the entrustment should be familiar with the safety and technical knowledge of the amusement facilities managed, and must undergo professional training and assessment. Only after passing the examination can they take up their posts.
2. The user unit must be equipped with full-time safety management personnel to be responsible for the safety square work of the amusement facilities. The safety management personnel should master the relevant safety and technical knowledge, be familiar with the regulations and standards of the amusement facilities, and perform the following duties:
2.1. Supervise and inspect the daily safety inspection and maintenance of amusement facilities.
2.2. Check and correct violations in the operation of amusement facilities.
2.3. Supervise the implementation of the management of the technical files of amusement facilities.
2.4. Prepare a routine inspection plan and organize its implementation.
2.5. Prepare regular inspection plans and be responsible for the reporting of regular inspections.
2.6. Organize emergency rescue drills.
2.7. Organize the training of operators of amusement facilities.
3. Operators of amusement facilities, such as operators, repairers, and maintenance personnel, must obtain the corresponding qualifications in accordance with the requirements of the “Special Equipment Operator Training and Assessment Management Rules” before they can engage in related work.
4. The user unit must establish a safety management system, clarify the safety responsibilities of relevant personnel, improve various safety management systems, and strictly implement them. Its main safety management system should include:

4.2. Safety operating procedures
4.3. Equipment management system
4.4. Daily safety inspection system.
4.5. Repair and maintenance system.
4.6. Regular inspection system.
4.7. Safety training and assessment system for operators and related operating service personnel.
4.8. Emergency plan.
4.9. Emergency rescue drill system.
4.10. Accident time and accident handling system.
4.11. Technical file management system.
4.12. Safety inspection system for major holidays.
4.13. Summer (winter) six-prevention management system.
4.14. Hazard source management system.
5. The user unit should conduct a comprehensive inspection and maintenance of various amusement facilities every six months, and the inspection situation, maintenance content and handling results should be recorded and archived.
